Simply put, No you cannot. Without activity weight will not shift or change, it will just increase, as you are not urging your metabolism to do anything.
Just as if you were to starve yourself or skip meals, you would put on weight. Why? because your brain is telling your body to feed off your fat stores. When this happens, your fat cells swell up and hence why we put on weight when we miss meals or take out too many hours between Breakfast, Lunch and Dinner.
In other words, you cannot have one without the other. They come together.
Diet and exercise
Doctors and Nutritionist are against the Liquid Diet because it is a crash diet that does not help you continue to loose weight it makes it happen fast without exercise which is bad for your health.
Diets are all in your head. The best diet is made for you and will consist of balanced meals along with plenty of exercise. Without exercise the diet will not work.
Healthy diet & exercise
No diet pills really work that good without exercise, if you aren't going to do cardio, at least try to do some muscle building, like lifting weights or something, that's what will keep you strong and fit.

A "Six Pack" is achieved primarily by Diet, not by exercise. Oh, you DO have to do the exercise, no doubt about that; but without a "Cutting Diet" it'll NEVER happen. Any Body builder will confirm this for you.
A complete diet that is low in fats in combination with exercise can help reduce body fat. One without the other is not as efficient as doing both together.
Diet or exercise are no good on their own, do them together is the best.
A high protein diet has many benefits as long as exercise is following the diet. Eating a high protein diet without exercising regularly can be very dangerous.
