Both factions are from different ideologies of governance in Islamic law disagree on who and how the government should run. The Sunnis have a more elitist view and advocate for traditional theocracy while the Shia lean more toward a theocratic democracy. Being that this is a dispute between to factions of a single nation. The term Civil War very much applies.
