A roasting pan is a form used for roasting things in an oven. They are highly heat resistant, to withstand oven temperatures. Roasting pans are made of metal, borosilicate glass (like Pyrex), silicone, ceramic, enamel, and even aluminum foil. They often have lids which are used to retain heat and juices, but can be removed for browning.

No. It just has to be baked in a pan in a "water bath" which is where the pan is sitting in a larger pan of water. You can use a cake pan, muffin pan, pie pan, etc and place it in a roasting pan. The water should come at least half-way up the side of the flan pan.
Best bet is to fry them in a pan.
