Not sure what your asking here, to re-hydrate the chicken so it can be served as is whole? Nothing I know of can be done at this stage. Taking the meat and incoperating it into a wet dish such as chicken salad, Chicken enchilladas, stuffed shells, or similar will mask the dryness of the chicken. Since it's dry it will also naturally soak up whatever dish your using it in infusing the chicken with the national flavor of the dish your using it in. Re-hydrating the chicken with stock will help it as well.
To make chicken noodle soup without the chicken chop up some celery, carrots, dried basil, dried oregano. Melt 2 tablespoons of butter, and add all vegetables until softened, approximately 10 minutes. Add 3 cans of chicken stock to the pot. Then add desired amount of noodles, let boil for ten minutes and enjoy.
Wash them off or add more...
i assume you mean chicken pieces ? either way you could do this with a whole chicken too, put plain flour (& seasoning if you wish) into a freezer/plastic bag, add the chicken and toss to coat

I have no idea as mine are dried out, too. I was wondering if it was OK to add a little water?
You have dried basil? Use three tablespoons. Rub it between your hands as you add it.
First you must obviously get a pan :P turn the gas on and wait until it heats up a little. add SOME oil but not too much or too little because it needs to fill up the whole pan at the bottom wait until that heats up add you're chicken and cook.
