If you have adequate flow from the other sinks in the house then either one of the items mentioned below should help.
The first thing to look at is the aerator. At the end of the faucet spigot there is
a small screw on ring that holds a screen filter (the aerator) sometimes it can get plugged with debris and cause a low flow issue. The next thing to check is the shut-off valves beneath the sink. Makes sure they are turned fully open (counterclockwise).
If it use to be good? then you have something in the stop under sink or in
hot side of faucet. If you just had a new hot water tank installed they will
do this a lot of times. If it is not stop then you will have to take faucet apart and hope you can clean it out the same with the stop if you find out it is in stop.
Always turn off main water to replace stop if it is faucet then just turn off hot
and cold water stops. If you just installed new faucet that will do it too.
First check with your city engineering (water/sewer) and see if they are working on any pipes in your area. If not then get a plumber up because you possibly could have a leak in one of your pipes. Remember, the further away your pipes are from your water tank the longer it takes for hot water to start when you turn on the tapes and water pressure may be slighter than another area in the house.

Curious.....why would it matter? Are you talking the Aerator flow rate? These rates are stamped in the aerator. No control is required unless you were using the kitchen faucet for scientific purposes where water flow rates were crucial, or you lived somewhere where water was very scarce and the police enforced flow rates.

The easy answer is sediment like lime or build-up. Unscrew the round part at the end of the faucet where the water comes out. There is a screen located in it.
