Baking soda is inorganic just as water is inorganic.Organic and inorganic matter need each other. We need water to survive.

Organic is the definition given to a compound containing one thing: the element carbon or better said the element carbon bound to hydrogen.

Inorganic compounds do not contain carbon but if they do contain it and are being classified as inorganic that's because they contain it but not bound to hydrogen like carbides, carbonates (i.e. sodium bicarbonate) and carbon oxides do. These three contain carbon but they're not organic because their carbon atom is not bound to hydrogen.

Baking soda or sodium bicarbonate is found dissolved in many mineral springs (It can be classified as a salt).

a) If used for toothbrushing, baking soda can cause your teeth's enamel to erode, as I've read, but the cause might be the roughness of the powder not the substance itself just as brushing with conventional toothpaste but too much pressure from your toothbrush on your teeth can do. It should be better applied dissolved in water and brushed with little pressure but I cannot tell with certainty if that would take all the harm of erosion away since I have not tried it myself. It is an ingredient in natural toothpaste recipes but perhaps should not be used as a standalone. Search and look for people in the internet who have used it for a long time so you can be sure it is safe and know how it should be properly applied.

a) As for the house cleaning, I would recommend using baking soda and apple cider vinegar instead of conventional products. The latter are harmful for the environment and it is scientifically known they can cause cancer. Vinegar and baking soda being absorbed by your body and the earth will not be harmful as the absorption of conventional products is.
