Tea bags are good to reuse as many times as you like, as long as flavor can still be derived. Keep in mind that each time you steep the tea bag, the caffeine decreases. By your third steep, most tea bags will contain no caffeine anymore.

The recommended usage is once. However, if you want to be frugal, you could use each tea bag twice. Any much more than that and your tea would most likely be weak and flavorless!
