There are dozens of sizes and shapes, with various thicknesses and ingredients. Each requires a specific amount of time, and it's always listed on the package. To fully answer the question, though, I have to point out that there's an extra element to take into consideration: the size of the pot. The minute you drop the pasta into boiling water, the water ceases to boil. It takes time to get back to starting point. The larger the pot (and the more water in it), the quicker it happens. A small pot could easily add a few minutes of cooking time.

Umm I Think It's About 9 Mins (:

How do you make boiled pasta?

Pasta should be cooked "al dente" which means "to the teeth" or just chewy. Start with lots of fresh salted water, in the biggest pot you have. Bring this water to a rolling boil that cannot be stirred down. Add long Pasta using this measurement, for two people make a circle with your thumb and forefinger, fit as much pasta in there as possible. If making macaroni or short pasta use 1 cup of dry product per person. Stir pasta as soon as you immerse it into the boiling water to prevent sticking. Cook for about 5 minutes stirring occasionally and remove a small piece. Check for done, again, pasta should not be real soft and squishy, it should have a bit of a resistance to the bite. When it reaches this point up to 8 minutes, drain pasta and do not rinse. Either return pasta to the pot it was cooked in or leave in the strainer. Stir in a small amount of good olive oil will prevent sticking while it cools. Plate pasta and add sauce, serve immediately.

How many cups macaroni is 16 ounces?

That depends on how long you cook them for. If you cook macaroni to a standard al dente, then you will need 8 cups of dried macaroni noodles; if you over cook them they will swell to 3 or 4 times the dried size, therefore you would only need about 4 cups.
