Removing oil from a cast iron skillet can be done by simply baking the thing on high until all the oil (and everything else) burns off. This may (and probably will) make some smoke, so be advised.

Once all the "stuff" is burned off your cast iron skillet, you can re-season it using a process that is posted elsewhere on this site.

Cleaning motor oil from cast iron is best done in two steps. First, use a solvent and something to wipe it around with. Using gloves and probably some eye protection and working in a ventilated area, wet the rag with solvent and wipe off as much oil as possible.

Following the wipedown, build a little fire in your outdoor fire bowl, or in your BBQ, or somewhere outside where it's safe and burn off the rest of the oil. After "firing" the pan, and burning off everything that was on it, you can re-season it as if it was new per instructions found elsewhere on this site.

Avoid doing any work like this inside as the fumes and/or smoke from the process are bad for living things.

Is then iron skillet conductor or insulator?

Cast iron is a good conductor of heat because it has high thermal conductivity. This means it can distribute heat evenly throughout the skillet. However, iron itself is not a good conductor of electricity, so a cast iron skillet would be considered an insulator in terms of electrical conductivity.
