Not really. Firstly when fried chicken is cooked we use oils and sometimes spices that are bad for the cat in the breading which will seep into the meat. The skin will be very high in fat for a cat (it is for us and we're much much bigger than them!). Finally the bones can be a choking hazard or can crack and cut their mouths. You can give them a small amount of just the meat (no skin or bones) but due to the oils seeped into the meat it is still not very good (it's not healthy for us and it's worse for a cat). Not only this but cats depend on a routine to their diet for their digestion to work best and changes to this (even with healthy food) can upset them. It's ok if you've run out of cat food as a one-off but it's definitely not good for them regularly. A good rule of thumb is "human food is bad for a cat".
