I find the easiest way for me is to drag and drop. Open the folder your images are in and drag the images you want to import into the photoshop workspace and drop them. This will not delete, cut or alter the original images.You can either click and drag the image into the Photoshop window, or you can go to File>Open and choose the image you want to insert
To open a picture you can go to file -> open and then select the picture you want to open. You can also do it through bridge (if you have it) a short-cut for it is control/command + o.

I am not sure if this works for Premier CS3, but in CS5.5 Pro, you can do either of these two things:go to "Window">>"Workspace">>"Reset Current Workspace"or go to "Window" and select the frames you want to use. Then all you have to do is organize the frames to how you want them to beI'd imagine it would be the same since Adobe rarely changed its interface in the CS series. On a side note, you may also have the option of selecting the Workspace type from the "Window" menu, which reorganizes the frames depending on what you want to work with.

Now, if you are looking to copy files and photos from computer to computer from Photoshop Elements, well, that's a whole other ball-game. You would have to copy all of your info onto another source like a CD, or DVD copy disk. (I would suggest the DVD considering they hold a lot more storage). Then you would take the copied disk, and download all the info you want on your other computer that you want to use with Photoshop. Of course, you would want to download the Photoshop Elements first so the files that you download would be recogniseable.
