It isn't (in the computer). UPS stands for "Uninterruptible Power Supply"; it's a battery backup for your desktop compute and usually they sit under or to the side of the desk. A UPS plugs into the wall outlet and has a built-in battery which TEMPORARILY takes over your power needs when/if the commercial power goes out. Most are capable of operating your computer for no more than 15 minutes and few can run a PC for more than just a few minutes, but if the power goes out it's enough to GRACEFULLY shut down the computer so that you don't loose data.
The power supply's power-good signal prevents a computer from operating on improper voltages and potentially getting damaged. Typically, a computer will only start up after receiving the power-good signal.
If you apply power, yes. But it will be able to do considerably more with an OS.
The operating system
To find out the cost of operating 60 1000watt Metal Halide lamps for 10 hours, you multiply the amount of power (in kilowatts) by time and hours. That will give you kWh (kilowatt hours), then you find out how much your power costs in $/kWh, then divide the kilowatt hours you are using by the cost ($/kWh).
I'm pretty sure that's the POST or the Power On Self Test.
The computer will power on, but it will not load windows. You will most likely get a black screen stating that the operating system disk can not be found. I would recommend unplugging the computer, plugging the power back into the hard drive and then re-plugging in the computer to get it to work properly.
