Use your winter pool cover pump and mount it to the top step. I only use this when I am leaving town and expecting rain.
The top is hydraulic and there is no override...unfortunately the answer is "you can't." however, in the shop manual a full schematic of the top ssytem is shown, so if you need to troubleshoot a bad relay or motor the shop manual has the info you need.
