There is no best Windows laptop. It all depends on what you want. Sony offers some really nice performance computers (Sony Vaio S), while Samsung offers some thin ones (Samsung Series 9). Also, if you want a computer for $1000, the Dell XPS 15z is nice. Toshiba has some nice budget computers. So, it all comes down to what you want. Also, you should consider checking out Linux computers, from System 76. Linux seems like it's only for geeks, but it's really a nice, usable OS. It's pretty, pretty fast, and pretty easy to use.
