Write-Protect Tab (you call it a "notch") is a little plastic rectangle in the upper right corner of most floppy disks. When the hole is open, the disk is locked and you can't add any more files to the floppy. If the write-Protect Tab is missing, simply cover the hole with a bit of sticky tape and you can add more files to the floppy..

Yes. The write protection notch is the same for USB, floppy, and other portable media. What is is supposed to do is prevent changing of the data, not reading of the data, on the disk.
Scan it for viruses, so you don't accidentally infect someone.
Because it is easily erased because it is on magnetic tape so if it were to go near a magnet it would be erased.+++They may also degrade with time - but whether that is more serious than the computer manufacturers making the equipment obsolete within only a few years so you can't read them anyway, I'll leave others to decide!

It is a good idea to write protect on a floppy disk because it is a back to make sure the disk doesn't get overwritten. A disk can also be write protected by pushing a small tab on top of the disk to reveal a hole.
To write-protect (stop deletion, overwriting, or adding to) a 3 1/4" floppy disk, slide the tiny plastic tab at the back of the disk (opposite the shutter), so that it is open. To protect a disk from damage, keep it in a dry, temperature-controlled environment free of dust and smoke. Avoid any contact with strong magnetic field (sudh as on top of stereo speakers).
For you to write to a disk, the write-protect notch must be closed.
