An elevation prompt is an prompt in Windows that displays requesting a user's log in credentials. Elevation prompt settings can be controlled from the User Account Control.
Internet Explorer uses integrated windows authentication which obtains your credentials from the computer you are logged into. If for some reason it cannot obtain these credentials, the browser's session is anonymous so it will prompt you. Or if the account you are using does not have access to the resource. Windows Explorer runs under under the credentials of the account you are logged into.

How do i go to command prompt without booting the windows. I pressed F8 and selected safe mode with command prompt. The reason i am trying is I forgot my windows pwd and i found one option to change the pwd through command prompt
