The main way to tell which expansion card is the video card is to look at the plug. If it has a VGA socket, a display port socket, HDMI, etc., then you will know it is a video card. This usually indicates an overheating or damaged video card. With the computer turned off & unplugged, open it up, find your video card (it will be the one with the jack you plug the monitor into, assuming you don't have on-board video) and blow out any dust or debris clogging up the heatsink & fan. Also check to make sure the fan can turn freely, if theres any friction in it, the fan has gone bad and needs replacing. If the heatsink & fan are fine, & it still does this you've probably got a bad video card. You will have to replace it.

Are you running current drivers for your video card? Try downloading the latest drivers for your video card and installing them. This could also be a sign that the video card is overheating. With the machine unplugged, open it up and locate the video card. If the fan is clogged with dust clean it out with a can of compressed air. If the fan does not turn freely it may be time to replace it. Video cards can be permanently damaged by overheating. If you find the fan clogged/broken, clean it out/fix it, and the problem still occurs you will probably have to replace the video card. Dont worry, they arent all that expensive.

Either the monitor or video card are bad or the wrong software driver is being used for the video card or the refresh rate is out of range for the monitor. How to resolve it: Plug in a different monitor swap the video card into another PC or try a new one make sure the correct software driver is being used for the video card. Or there is simply too much dust in the video card fan. Q-tips may be the solution.
