Upon booting up or rebooting a computer, the system looks for configuration files which tells the computer how to load and what to load. The Windows registry in the System Ini files contain a list of of all the user's settings/preferences and a list of all the program it will need to load on start up. These files can be modified to change settings, what programs to load on start up and many other settings and preference.
On start up the computer fetches information from BIOS. BIOS is a ROM. After that the computer loads OS from Hard disk into the RAM.
Because - the computer needs a specific set of instructions to start -up. The instructions held in ROM initialise the hardware and instruct the computer to load the operating system (and where to find it on the hard-drive).

To reboot a Zoostorm Freedom system, follow these steps: Save Your Work: Ensure you save any open documents or files to prevent data loss. Access the Start Menu: Click on the Start button located in the bottom-left corner of the screen. Select Restart: In the Start menu, click on the Power icon. From the options that appear, select Restart. Wait for Reboot: Your system will close all applications and restart. This may take a few moments. If your system is unresponsive, you can perform a forced reboot by holding down the power button for about 5-10 seconds until the device powers off. Then, wait a few seconds before pressing the power button again to turn it back on. Remember that forcing a reboot can lead to data loss, so use this option only when necessary.

You will need to do a system restore. Restart your computer in safe mode (reboot and press the F8 key continuously until you get the option to start in safe mode). When in safe mode, use system restore to restore your system to just before you installed that Service Pack.
Generally, Operating Systems are what do the direct talking/giving instructions to the computer. An operating system (like Windows, Linux, or OS X) presents the computer's system in a way that anyone can understand. You tell the operating system what to do, and it will effectively 'translate' it into the language the computer understands.
