I would never open an unsolicited or unexpected email's attachment in case it contained a virus, or malware, etc. I would either delete the attachment unopened, or contact the sender to confirm it is safe to open. Therefore, I would say it was not okay!

Most people do not want unsolicited attachments so they set their fillters to put such E-Mails in the junk folder automatically.
