The titles are often omitted in the heading of a memo because the should be proper spacing in the paragraphs.

Change the before paragraph spacing for the second paragraph
There should be 5 paragraphs, one for an introduction, one for each heading, and one for the conclusion. Of course, if the introduction and conclusion are included in the outline, there should be three paragraphs.
This depends on how big the paragraphs are and on the line spacing and margins. With single line spacing, 45mm right margin and about 3 - 4 sentences per paragraph 10 paragraphs would be about 3 pages
The text feature that tells what the different paragraphs in a chapter are about is called a heading or subheading. These are usually bolded or larger font text that give a brief description of the content of the paragraphs that follow.
Browsers, by default, add margin and padding around a heading to set the heading off, visually, from the rest of the document. By pushing other content away, the heading makes itself stand out more (the white space is the trick.)
