No Runescape bot is safe. When you download it, you risk: Your account being banned and/or your computer getting infected with a virus, and ultimately losing your account.

A botnet is a collection of compromised computers connected to the Internet (each compromised computer is known as a 'bot'). When a computer is compromised by an attacker, there is often code within the malware that commands it to become part of a botnet. The "botmaster" or "bot herder" controls these compromised computers via standards based network protocols such as IRC and http.
That is called CAPTCHA which an acronym for "Completely Automated Public Turing test to tell Computers and Humans Apart". It is a type of challenge-response test to prove you are human and not a computer bot intended to spam a website. Requiring CAPTCHA cuts down on spam, links to porn sites, links to malware sites, etc.
