Basically a computer peripheral is any optional piece of computer hardware. Computer hardware includes all physical pieces of the computer's circuitry. Input and output devices are usually defined as peripherals because they are not necessary for the computer's operation (yes, you can operate a computer using just the box).

Peripherals include: keyboards, mice, game controllers, speakers, scanners, web cams, etc.

Computer hardware includes all of the above plus: the motherboard, power supply, cpu, disk storage, display adapter, network card, etc.

Often the two are used interchangeably but they really are not. A peripheral is a piece of equipment that the computer communicates with (mouse, display, printer, external drive, etc.) while an accessory is something that is not communicated with (mouse pad, computer cover, computer desk, etc.).
