Workgroup
In order to be able to telnet to a computer, it has to be running a telnet daemon or service. Windows XP does not run such a service by default. It can be activated (in the Professional version at least) in the Services console.
A computer is a computer even if it's not connected to anything. But it's usually referred to a "Stand-Alone" device. Additionally, if a computer is NOT part of any particular domain, it's default "domain" (at least for windows) is WORKGROUP.
TCP/IP
What this does is that it resets windows to default. Just like formatting your computer.

If you have a computer with Windows Me, XP, or Vista, then Windows Movie Maker will already come installed on it by default. Windows 7 does not have it; however, you can manually download and install Windows Movie Maker onto a Windows 7 computer.
