The resolution of an image in computer graphics refers to the pixel density of said image. For instance, older monitors used 800x600 often times. This means that for every 4 pixels in the horizontal direction, there are 3 in the vertical. This is where the aspect ratio comes from, which for an 800x600 resolution, is 4:3. The higher the value of the resolution, the more pixels there are per area of the image or screen, which means that there is more potential for fine detail, and on most systems means a crisper image. Either because you need a new graphics card and your graphics are set on low resolution
Basically, the graphics card controls the pixels (colour and resolution) which allows coloured images - characters and graphics - to appear on the computer's monitor.
You need a better monitor also.

The servers' bandwidth is too limited to have high-resolution graphics. This makes the servers lag behind requests from your computer.

It only says that right after you boot your computer for the first time with the new graphics card. When you install the drivers for the card and set the resolution you want it at then you won't see that notice ever again.
This can result from many things including wrong resolution settings, missing or invalid graphics card drivers, a loose connection to the computer, no connection to the computer, or the monitor could simply be broken.
