Nowhere, Photoshop is not free software.
Shareware means is is only trial version you need a license key to activate the software. Freeware is always free to use with full features.
The main difference between freeware software and commercial software is that one is free to use by anyone. The other, the commercial software, requires a license and usually costs money to use.
It is known as freeware (or free software).

Freeware is software distributed for free on the web put together by software developers all over the world. The Linux OS is primarily based on freeware. If you have a Mac, Apple has a lot of freeware available as well. One of my favorite freeware programs is Open Office, it's an equivalent of Microsoft Word but it is totally free. They have a version of Open Office for many operating systems (including Windows, http://www.openoffice.org/).
Microsoft internet explorer is an example for freeware s/w and PDF to DWG Freeware is nice.

If it's freeware - it doesn't require a licence key ! The whole point of freeware, shareware etc - is that the end user can use the software without charge. However, IF the user feels the software is useful, they can voluntarily donate whatever sum of money they feel the software is worth - to the program's writer.
it is freeware because it wants to encourage people to use and publicise it
