The 9500gt is better, but still you would not get satisfying performance with it. Go for 9600 or 8800. 8600 is fine but still not that satisfying.
I would have to say no because that card is way outdated. But it depends on what you were planning to play with your computer.
They are almost equivalent, however the 2.6ghz with Nvidia 9400 graphics card is a great buy if they are priced the same.

A good graphics card for low details on games is the nvidia 8800. I reccammend you don't get this just to be safe. To get normal to high graphics get the nvidia 9400. For high to best Graphics, get the nvidia 9800. For best Graphics, get the 260, 280, 285, 275, 290, (all nvidia).

I did some research for and found that the cheapest video card I could find with a pixel shader of 2.0 is the Galaxy GeForce 9400 GT Video Card. This is a great Graphics card and if you go to tigerdirect.com you can find more expensive, but better graphics cards. I hope this is handy info for you.
