The left pane of Windows Explorer shows the drives and folders in a layout called a tree. There is a + symbol to the left of each. Clicking on it shows all the folders stored in that drive. If there is a + beside the folder, clicking on it will show the subfolders stored in that folder. The right pane shows all files and sub-folders in the folder that you are currently viewing with Explorer. For example, if you click on "My Documents" in the left pane, all the files and folders in the "My Documents" folder will display in the right pane. I believe you might have the wrong program in mind - Internet Explorer does not have a Folders option. However - * Windows* Explorer does. Windows Explorer is the program that opens when you want to browse files on your own computer (i.e. My Computer, My Documents, etc.). If you go to My Computer (which opens Windows Explorer), you should be able to go to Tools -> Folder Options.
