If you remember the mice used long time ago before optical mice, they used a rubber ball underneath them to track movement. Well, take that technology and imagine the mouse upside down where you only spin the ball while the mouse is stationary. A track ball is a large mounted ball fixed in position apart from its rotation ability that is designed to move the cursor like a mouse except that it is stationary.

The track ball is the ball on the underside of many older mice, used to move the cursor about the screen. The DPI on these is very poor compared to laser & optical mice, and you sometimes have to deal with people removing the track balls.
