The Brush tool is above the Stamp tool in the Tools pallate. You may not see the icon for it if you have the Pen tool or one of the other tools from that group selected, and will need to click and hold the icon to bring out a pop-out menu, from which you will be able to select the Brush tool. Alternately, the hotkey for the tool, or to cycle through the tools in that group, is always B.
