A file is relevant if it contains information that is related to the topic that you are concerned about.

Relevant basically means "does something importantly relate to" a topic.

As examples:

Whether you have a girlfriend would not be relevant to obtaining a job. However, if you are consistently late for work because your girlfriend locks the door and won't let you leave the house, then that becomes relevant to your current employment.

If you have numerous tatoos, it is no one's business. But if you want to be a model, your tatoos may become a relevant issue if modeling agencies do not want to hire someone with tats.

If you dress in 'goth' with black eyeliner but you are a guy, it is your business. But you might find you are discriminated against when you audition for a TV talent show and sing Opera, because society's attitudes about appearance become relevant in certain areas (even if the attitudes are unfair and you are an excellent opera singer).

If your English teacher assigns a 'research paper' about how seals migrate, an 'opinion piece' in a general magazine or your own opinion about the slaughter of seals is not relevant in a research paper. However, if you found a Researcher's opinion about how human activities on the ocean affects seal migration, his/her opinion would be relevant because he/she is an expert.
