By itself the Ctrl key doesn't do anything. It is used in conjunction with other keys to make shortcut key combinations to do various things in computer programs. For example, Ctrl - C is used to copy in many applications, Ctrl - X to cut and Ctrl - V to paste. Those combinations and others can be used in many different applications and are standard. Other combinations may do something in one application, and do something different in another one. Consult the help on keyboard shortcuts for any computer application and you will find loads of uses for the Ctrl key.
