A modem is a piece of hardware in which you plug a phone line into to connect to dial up internet access. PCI is simply the cards interface, in your situation it's a card that gets plugged into a PCI slot on your motherboard.

A PCI modem is a modem that simply fits into a PCI slot on your motherboard. PCI Modems are usually found in older computers, since high speed internet was not very common when they were made. Now modern computers do not usually come with modems at all, since high speed internet is so common.
