Yes and no. Your computer is the one that has to have a microphone. Since Windows is an operating system, that means that it is software. A microphone is a hardware thing, so it has nothing to do with Windows 7. Windows 7 does have a program to record sound from a microphone built into it. It is available by typing record in the start menu.
