That depends on what you are using the numbers for. There are different number formats available. On some occasions you may need numbers formatted as percentages, other times as currency and so on. You choose what is appropriate. First select the cells you want to format. Press Ctrl - 1 to open the Format dialog box and under the Number tab, you will have the various number formats. Then pick whichever one you want to use for the selected cells. The chosen formatting will be applied to those cells.

It is not possible to answer this question because there are an infinite number of ways. For example, I could format 3.5 as "3.5", or "$3.50" or even as "Silly Format 3.5". Since there is no restriction on the text preceding (or following) the value, the number of options is infinite.

It is very possible to answer this question. In Excel, there are a specific number of ways to format a number. For example, you can format it as not a number, called "General" which allows for text and numbers, i. e. "Silly Format 3.5." Then there are "Number" formats, where you can define the number of decimal places and whether or not to include a comma as a separator. Another example is Zip Code format.
