Is sureno the same as ms 13?

No they're two different gangs that are controlled by the Mexican Mafia. Surenos are a mostly Mexican gang whereas Ms-13 are a mostly Salvadoran, Honduran & Guatemalan gang. They both rep the number 13 cause the letter M is the 13th letter of the alphabet & the M represents the Mexican Mafia. Another gang that is under Mexican Mafias control is the Eighteen St. Gang. Most Hispanic gangs in Southern Cali are either controlled by or pay a drug tax to the Mexican Mafia. The only Hispanic gang in Southern Cali that isn't under Mexican Mafias control is a gang called Maravillas(not to be confused with Mara Salvatrucha aka Ms-13).

Ms-13 & Surenos are two different Hispanic gangs both under the Mexican Mafia. Surenos are mostly Mexican while Ms-13 are moslty Salvadoran, Honduran & Guatemalan.

*So it doesn't matter if they like each other or not due to the fact they both under Mexican Mafia they have to respect each other.
