Is it possible to run windows and Mac OS on one computer I mean with Mac OS on one HDD and Windows on another then when I want to change OS I can just swap the HDDs round would this work?

Theoretically yes using something called a Virtual Machine Hypervisor (see related link below). However, Apple will ONLY licence their operating system (Mac OS) for use on hardware that they manufacture (they hardware lock it). This would prevent you doing what you ask in your question.
