In the strictest sense, no. It is an output device only.
However, touch screens are input devices, but some would say this is just the touch panel mounted on top of the screen - so the screen is an output device while the touch panel is a separate input device. They are integrated into one unit but do have separate connection to the computer. Some would say its it one unit that does both input and output since the touch panel is integrated. The case could be made for either really, its just semantics anyway.
Also, some monitors have USB hubs built in, but these really just bridge the USB device and the USB controller in the PC with no actual processing of data, so really shouldn't be considered an input device either.
Monitor is usually an output device as it shows what we are doing on or with the computer. But with the advancements in technology we have now the touch screen monitors which serve us output as well as an input device. So in today's era, we can say that monitors have both the properties of an input and an output device.

This is only unless your TV lcd has dvd/cd drive built in with neat piggy back signal anmd software to take that as input in int .. then saddly all Lcd CRT ectra can only be output devices as far as I have eevr know ...
