to uninstall steam open up the instillation (you should have it unless you deleted it and if so just download it again) and then if it is already installed it will give you 2 options after you open the steam installer, repair and uninstall. pick uninstall and click continue and let it uninstall and after you uninstall it (it will say when its finished) and just close the installation box
use the uninstall that comes with it
You should properly uninstall the program. 1st go to Control Panel and select Add or Remove Programs. Uninstall the program you wanted to uninstall. After that you can then manually remove the remaining files of the program in your hard disk commonly located at the folder Program Files in Drive C. Finally try to reinstall the program you wish to install.

No. Guild Wars doesn't save character data to your computer. It's all stored within the ArenaNet servers, so even if you uninstall the game from your computer, your characters will persist. You can also log in to your account from another computer with Guild Wars installed and play on your characters from there.
The majority of computer users install new software on their machines every day. As a result, these same users often find themselves replacing outdated software or switching to new products entirely, and they delete the old software off of their hard drive. Unfortunately, most computer users do not know how to properly uninstall their old software, leading to potential system problems. In most cases, improper software removal can result in pieces of old programs taking up space on the hard drive, although in some cases, the programs cannot even be reinstalled without significant registry modification. With this in mind, it is essential to follow the proper procedures for software removal; most programs cannot simply be removed by pressing selecting their shortcut and pressing the delete key. These issues are largely due to the nature of the Windows registry. The registry is essentially a large database of every piece of software installed on a certain computer. Improper software removal results in the actual files being deleted without removing the corresponding registry entries, leading to a state where the computer believes it has a certain piece of software installed without the corresponding files existing. To correct this, programmers almost always include specific uninstall applications alongside their software. Proper software removal is usually as simple as running the correct uninstall application. Fortunately, when a piece of software is installed, Windows also keeps track of the corresponding uninstall application.By accessing the Control Panel and opening either the Add/Remove Programs (for Windows 9x/XP) or the Programs and Features (for Windows Vista/7) utilities, a user is presented with a list of all the installed software on their computer. The user merely needs to find the specific program they want to remove, select it in the list, and click Uninstall. This launches the corresponding uninstall application, which not only removes all the files associated with that piece of software, but all the registry entries as well.Proper software removal is essential to maximizing one’s available system resources. By merely taking the time to run the correct uninstall application as opposed to just pressing the delete key, a computer user can avoid both registry conflicts and wasted hard drive space.
