You cannot get a permanently deleted mail back. The only way to get it back is from trash. If it is not it trash, it is lost then.
No - system restore is designed to 'roll back' your computer to a point in time before a problem occurred. It will undo installations, but not restore deleted files.
You can delete your Gmail permanently. It cannot be brought back after it is deleted. It can be done in the Account tab.

If you want the deleted files back from Windows hard drives, firstly you can check the Recycle Bin to see if the deleted files are stored there. If you have emptied the Recyel Bin, then you will need some data recovery tools to help you recover the deleted files from hard disks.

They stay on the computer, but the space they used is marked as being free to be used by other files. So as you create new files and save other files, they will start to use the space where the deleted files are, and eventually they will be completely overwritten. Because they are still there, this is why it is still possible to get some deleted files back if you try to do so soon after they are deleted. The more time you leave the more likely it is that the space they are in will be used by other files, making it impossible to get them back.
Go to the "Recycle Bin" find the name of the file, click on it, and hit reopen. +++ Though if you've deleted it a second time, from 'Recycle' (what a silly name!) you'd need recovery software to find it before it's over-written.
