I had the same problem and it took me several hours to fix it but it is working now.
I had to call 1-800-694-7466 (This is Apple Customer Service). They will ask you for your name, product serial number among personal questions pertaining your account. They will make you go to the following link (appleid.apple.com) without the (www). and change your password. The problem to this is that this will not fix your problem unless they transfer you to iTunes Customer Representatives to enable your apple id. They are the only ones that can enable it. You must tell them to contact Itunes because they have a direct line to them and they will not give you a number to call. Itunes will then activate your account and you will have to change your password again using the apple id link mentioned before. if you follow this steps you will not have a problem.
NOTE: do not let them hang up the phone. ensure that they stay on the phone with you until you actually are able to verify that the apple id is activated. remember just because you can get in to your account does not mean that your account is enabled.

Hey...umm, yeah. I'm dealing with this same problem, and the only way you're gonna be able to enable it again, is to contact them and ask them to do so. Contact them at itunesstoresupport@apple.com...............they'll enable it again, you just have to give them a bit of information first.
