You should properly uninstall the program. 1st go to Control Panel and select Add or Remove Programs. Uninstall the program you wanted to uninstall. After that you can then manually remove the remaining files of the program in your hard disk commonly located at the folder Program Files in Drive C. Finally try to reinstall the program you wish to install.
First off, you have to Uninstall that program (Go to Control Panel, Programs, Uninstall a program, Find the Application it happens on, then click "Uninstall"). Then remove the program from your desktop & the files to it.
When you uninstall a program, you have to make sure and go back and delete all the files from the desktop, menu and in the program files, some uninstall programs do this for you, many still do not.

If you can't find the uninstall button, then go into "My Computer-Local Disk-Program Files-SecurityTool-Uninstall.
Go to C: Program Files - folder where it is installed, select uninstall. hit enter. done.

ISU files are not meant to be opened directly. They are opened by running the uninstall program that comes with the software.
If you've deleted your Windows 8 program files by mistake, you can do a recovery and put it back to factory settings. Make sure you backup your files before doing so.
