The easiest and most simple is Free Transform. Just hit Ctrl+D or Command+D depending on your computer, and a box pops up around the layer you want to scale/rotate. The text will rotate 90 degrees to the right. The beginning of the text will be at the top. If you rotate another 90 degrees, the text will display upside down.
