That dependws on what you mean by not booting. If you mean not powering up then it may be a power supply. If you mean it almost gets to Windows try booting to Safe Mode and removing Start Up items for a start. I suggest going to the Microsoft Community for more detailed trouble shooting help.(I'm assuming you are using a Windows computer.)
