That's probably a rogue program. There are many posts about this virus lately. You must use anti-spyware software in order to remove it. I really doubt that you will remove it manually. Besides, it may come bundled with other malicious software, rootkits, trojans and etc. I recommend MalwareBytes' anti-malware or a free version of Spyware Doctor from Google pack websites.
