MacBooks should never be frozen as the defrosting process will leave moisture within the computer that will cause it to stop working.
Other possibilities (although we have no idea what you are asking about) is that some software has stopped working. If you click on the frozen software's icon in the dock and hold the mouse button down for a moment a menu should pop up with the option to "Force Quit". Take that option. If that menu is unaccessible then holding down the Command (cmd), Option (alt) and Escape (esc) keys will open a Force Quit window from which you can select an unresponsive application and force it to quit.
If the computer is refusing to start up at all insert the Mac OS X installation disc. Switch on the computer and hold the C key down while the computer starts up. This will cause the computer to start from the installation disc rather than it's hard disc. From the desktop select tools/utilities and open Disk Utility. You can check the hard disc to see if there are any problems with that that may be causing the failure.
Otherwise it will probably mean a trip to a repair shop to have it checked and fixed.
You would need to ask a more comprehensive question in order to get an informed answer. It is that the computer is on, and the keyboard works, but you can't get the mouse to move? Or does the whole computer seem frozen? What kind of Mac do you have, which mouse do you have, how is the mouse connected to the computer (to the keyboard or directly into the computer?), what version of Mac OS are you running?
If you are using a 'Mighty Mouse' with the little gray ball on the top, be extremely careful in how you clean it. The plastic gears that follow the ball are about 1 mm in diameter. Oil from your fingers can be transferred to the gears and then they will slide instead of turning, and the mouse appears frozen. What ever you do to try and clean it, use a lint free surface or rag. Lint can stick to the little ball and be carried into the gears, making things worse.
As a last resort, before buying a new mouse, there are online instructions on how to crack open the mouse and clean it. It is glued shut, and the clips holding its parts together are also fragile. If you decide to open it, be prepared for micro surgery and several tiny parts that are free to fall out and get lost. But in fact, I have cleaned mine twice now. :-D
