To put iTunes gift card money on your iPod touch you go to the iTunes app. It is purple and has a music note on it. Then you press the Music icon on the bottom left hand corner. Scroll down until you see the redeem button. Then click on it. Enter the code on your gift card and hit redeem which is in the upper right hand corner.

Edit your "Billing Address" if necessary and press "Done" For credit cards, you don't have an account balance and all purchases are made through credit card, so no limit (unless you go over your credit card limit).
You can't really gift money to an Itunes account using PayPal persay. You can link a Itunes account to a paypal for a billing agreement so that you can buy things from the Itunes store. However you are not pre-funding the account, you are only buying point of sale. True, you de-activate a Itunes account from paypal and just simply add another one. The easier method to pre-fund a 3rd party account would be to purchase a Itunes gift card.
