Lower the brightness all the way down and close all of the open apps. That doesn't make it charge faster but it helps from draining the battery. Also, lowering the volume all the way down may help. You can also charge it faster by turning it off while charging. Make sure you are use the iPads original power supply. Using an iPhone adapter or USB cable will change much more slowly.

Try and restart or shutdown the iPod, this will close all of the applications running in the background. Shutting it down will make it charge the fastest because it will be using the least amount of power. Locking it will slow down the charging process because it will still be running applications, while using it while charging will cause the largest increase of charge time. I would recommend turning your iPod off before charging it.
