If you buy or sell an item on EBay once the transaction is complete and you have sent or you have your item, then you leave a feedback comment to say how the transaction went, i.e. was the item posted quickly and well wrapped etc if you bought an item, or if you sold an item, did the buyer pay immediately etc. EBay have just recently changed their rules so that now Sellers can no longer leave any negative comments for buyers. This is to protect buyers who left honest negative comments from receiving retaliatory negative feedback from the seller.
If someone sold you and item and you didn't like it or if they bought an item from you and it was in good condition but they were a jerk and complain and made you give them a refund but still gave you bad feedback. Then you should probably give them negative feedback.
Check the sellers "feedback" located next to their name on the auction.
To leave feedback, you need to be in a transaction with another eBay member (that is, you need to be either the winning buyer or the seller of an item). You can only leave feedback once for each transaction, although you can also leave a follow-up or reply by going to the Feedback Forum (which you can find by using the link at the bottom of any eBay page). If you are eligible to leave feedback (as above) but are unable to, try again another time.
Look at the listing for the item you purchased. There's an option to ask the seller a question. You can politely ask them if they'll leave feedback. And if they don't leave feedback, then you'll just have to live with it.

You pay for the item and the seller ships it to you. I recommend you pay with PayPal. Make sure the seller has excellent feedback and has sold more than a few items. The more they have sold the better. Do not buy from anyone with less than 95% feedback.

Feedback is not normally left until after the package has arrived with the buyer so this is an unusual question. The length of time the item will take to arrive depends how long it takes the seller to dispatch the item, which shipping method the seller used, and where in the world the item is being sent from. If you are concerned about the length of time your item is taking to arrive, you can always contact the seller and ask them when you should expect it.
Any item listed on eBay (or eBay Motors) should not be removed for private sale, because eBay see it as fee circumvention. In reality, though, there's little that can be done if a seller does chose to sell in a private "off site" sale.
