Unfortunately, the only way to get rid of the blue screen of death is to get a new hard drive.

I shake my screen around a bit and bend it (if you have a laptop) (i know that sounds bad) but trust me, it gets rid of them. But i think they appear because of a default in the screen that can be fixed by actually taking it apart and finding out what the problem really is. But try my horrific method above and it should temporarily get rid of those dots unless you move the screen in some odd way or something.
It allows people to scroll down or across and maintain the headings on the screen. If you have a lot of rows or columns with headings on them, it can be easy to lose track of which row or column is meant to hold the data you want to enter. Having the headings permanently in view gets rid of that problem.
