You go to Apple.com, scroll down and see a download for iTunes 10. it is completely free ( i know from personal experience).
Once downloaded, click on app store ( on the left side) and shop till you drop for apps that are free.

If you mean to get paid apps for free then download them off the Internet on a shared files site. It will have the extension .ipa. Add this file to iTunes and then sync it to your iPhone or iPod. This may or may not work depending on the iTunes version.
